Guidelines on Statistical Tools in Election Observation

The aim of Guidelines on Statistical Tools in Election Observation is to outline some basic concepts of electoral data and electoral analysis, followed by practical tips to be used as you build a database using open-source software. To better understand the contents the guidelines should be read together with the Guidelines on Data Analysis and Statistical Forensic Methods to Detect Electoral Irregularities This material was presented during specialized trainings for election observers groups organized by PROSES/ECES, held in Kabul in January 2020.
