Recommendations for Improving the Delivery of the 2019 Presidential Election.
The Recommendations for Improving the Delivery of the 2019 Presidential Elections has been prepared by technical electoral experts from European Center for Electoral Support (ECES), the National Democratic Institute (NDI), and several civil society organisations involved in the elections. The recommendations incorporate lessons from the 2018 Wolesi Jirga elections and from previous elections. Altough holding elections are not contingent upon the implementation of these recomendations, the authors believe that the suggested actions could enhance electoral integrity and mitigate electoral fraud, and in so doing help to significantly improve the delivery of the 2019 presidential election. Some of the recommendations could be implemented without difficulty before the September 28, 2019 presidential election while others may be considered for implementation in future elections.
The Independent Electoral Commission (IEC), the Electoral Complaints Commission (ECC), the National Unity Government (NUG), representatives of the presidential campaigns, national and international observer organisations, like the United National Electoral Support Project (UNESP), the UNAMA, EU, US, and Canada, and the Afghan media, have all been provided copies of the recommendations.
ECES/PROSES and NDI are impartial organizations. The recommendations aim only at improving the electoral process and they do not endorse any candidate, party or political stance.
