Nicola Cannarozzi has extensive experience in the operational, contractual and financial management of different initiatives and programmes funded by the European Union.
He has been working with the European Union since 2000 both in Delegations (South Africa and Niger), as programme manager in the area of good governance and reform of public administration, and in the European Commission HQ, namely within the Service for Foreign Policy Instruments (FPI 3 – Common Foreign Security Policy operations  - former DG RELEX A3). As programme manager within FPI 3 he was responsible for the administrative and financial management of two Common Security and Defence Policy operations: the European Union Police Mission in Bosnia and Herzegovina and EUJUST-Lex Iraq.


Nicola’s professional experience within the EU CFSP/CSDP framework continued also on the ground, namely within the EU Co-ordinating Office for the Palestinian Police Support (EUPOLCOPPS) in Ramallah, where he was Head of Mission Support from 2011 to 2015. In this role he was coordinating the administrative functions of the Mission i.e.: Finance, Procurement, Logistics and Transportation, Human Resources, Information Technology and Communication, Software development.
During the last two years Nicola served as Head of Procurement sector in the EU Agency for the operational management of large scale IT systems in the area of freedom, security and justice (eu-LISA). This last post enhanced his expertise in the area of procurement and contractual management of very complex and high amount IT projects and systems (tender procedures and contracts up to 200 Millions euro).
During the last two years Nicola Cannarozzi served as Head of Procurement sector in the EU Agency for the operational management of large scale IT systems in the area of freedom, security and justice (eu-LISA - Tallinn). This last post enhanced his expertise in the area of procurement and contractual management of very complex and high amount IT projects and systems i.e. the Visa Information System (VIS); Schengen Information System (SIS II); Entry Exit System (EES); Eurodac etc. -  (tender procedures and contracts up to 200 Millions euro).

 
As Head of Procurement sector Nicola was leading the procurement function of the Agency by supervising and coordinating the drafting, planning, execution, and monitoring of the annual procurement and acquisition plan.
As to the Agency’s processes, he was leading the development, streamlining and implementation of the Agency's procurement policies and procedures. In particular, he drafted the Agency’s procurement procedures aiming to providing relevant guidelines on the steps to be followed by the operational and finance/procurement staff both in the procurement and contract management area, in line with the European Commission Vademecum on public procurement.
As Head of procurement sector of the Agency Nicola was also contributing to define the relevant  strategy for the core business IT systems procurements. 
Nicola also provided advice and support to project manager in order to prepare appropriate technical specifications and tender documents in compliance with the principle of transparency, equal treatment and non-discrimination.
Besides his responsibilities as Head of sector Nicola was in charge of three complex files of the Agency, namely the Visa Information System (195 M euro), the Schengen Information System (80 M euro) and the Design and Building contract for the new operational site of the agency in Strasbourg (22 M euro). In this framework he was managing all the steps procurement process i.e.: the definition and drafting of the procurement documents, tendering, evaluation process, contract management and litigation.
