Awarding

ECES has been officially awarded by the Delegation of the European Union (EU) to Nigeria a contract, worth 13.684.210 EUR for the implementation of the Component 1 of a project in “Support to Democratic Governance in Nigeria” for which ECES will provide support to the Independent National Electoral Commission (INEC). The other four other components, namely: Support to the National Assembly; Support to Political Parties; Support to Media and Support to CSOs and will be implemented by Nigerian specialized organizations.

 

The project, which will span over the next 5 years, and the component 1 is financed by 95% from the EU and co-funded at 5% by ECES.

 

The project is meant to complement the efforts of the Government to improve and strengthen democracy, especially with regards to the 2019 general elections. Within the 11th European Development Fund (EDF), national authorities renewed their commitment to cooperate in the pursuit and achievement of the objectives foreseen in the EU Support to Democratic Governance in Nigeria (EU-SDGN) 2016 – 2020 Project. 

 

The global objective of the project is to contribute to the reinforcement of democracy in Nigeria through building effective and legitimate democratic institutions, with a focus on the 2016-2019 electoral cycle, in accordance with the recommendations of the EU Election Observation Mission to Nigeria - EUEOM (2015). 

 

In that context, the project, which is structured around six clusters, aims at enhancing the INEC and other electoral management bodies in their capacity to deliver their mandate. The action is oriented toward the achievement of the following outputs:

 

  • INEC’s strategic planning, policy framework and operational capacity and systems strengthened;
  • INEC’s capacity for efficient internal communication and engagement mechanisms with stakeholders enhanced;
  • INEC’s periodic voter registration system for a largely clean register of voters significantlyimproved;
  • INEC’s oversight of political parties strengthened;
  • INEC’s and political parties’ capacities in Electoral Alternate Dispute Resolution are fostered;
  • FOSIECON’s and SIECs institutional capacity and collaboration with stakeholders enhanced.

 

The design of the EU-SDGN project was undertaken in close cooperation with the EU Delegation and all the other relevant electoral stakeholders in Nigeria, taking into account the findings and recommendations of the latest EUEOM, as well as INEC internal review and report on the 2015 general elections.
