Elbling brings 18 years of experience in elections, civic participation, public administration and governance, having designed and managed Democracy and Governance projects on 4 continents. His professional background includes experience working with the election commissions of the Solomon Islands, Papua New Guinea, Libya Moldova, Iraq, Rwanda, the Democratic Republic of the Congo, Guinea, Liberia, Mauritania, East Timor and Nigeria. He has managed election technical assistance projects funded by USAID, DFID, the EU and bilateral donor organizations. He has advised election commissions on election administration, training, budgeting and operations, public information and outreach strategies, civil and voter registration, political party and candidate’s registration, observer and party agent’s accreditation, electoral campaign monitoring (including campaign finances and media regulations) best practices in the international procurement of electoral commodities and institutional and organizational development. Elbling has co-authored Project documents for UNDP elections projects for Sierra Leone, and Moldova. In cooperation with the UNDP CO in Sierra Leone he secured funding of USD 500.000 for an election boundary delimitation project, with the UNDP CO in Liberia he raised 23 million USD for the Liberia election cycle project 2010-14.
