The PRO PEACE KENYA project will be implemented by the European Centre for Electoral Support (ECES), in partnership with the National Cohesion and Integration Commission (NCIC).

 

ECES has vast experience in implementing and supporting democratization processes around the world. We also have proven experiences in managing democratization projects according to the best practices and lessons learned over the years.

 

The approach for the implementation of this project will follow the ECES developed strategy called "European Response to Electoral Cycles Support - EURECS". The main aim of the EURECS is to offer the EU, its Member States, other European donors, and beneficiary countries an innovative delivery mechanism for electoral and democracy assistance to implement projects and programmes that are consistent with European values and EU policies.  Secondly, it is built to help prevent, mitigate, and manage electoral related conflicts in line with international standards and obligations. Finally, based on the idea that elections are long term processes, EURECS is designed to be flexible, responsive and inclusive by integrating a wide range of actors from election management bodies, civil society, political parties, local authorities, parliament, security forces, media, women, youth, and religious groups to ensure a truly comprehensive and more sustainable approach.

 

EURECS targets the implementations of the recommendations of EU EOM and it is built to help prevent, mitigate and manage electoral related conflicts. It is implemented via seven specific methodologies and tools developed and copyrighted by ECES: Standard Operating Procedures (SOP), Electoral Political Economy Analyses (EPEA), Electoral Security Threat Assessment (ESTA), Preventing Election-Related Conflict and Potential Violence (PEV), Leadership and Conflict Management Skills for Electoral Stakeholders (LEAD), Leadership and Quality Management Skills for Electoral Administrators (LEAD-Q), and Communication and Visibility Guidelines.

 

ECES is fully committed to jointly supporting future electoral processes in Africa and elsewhere. Based on the experience and technical knowledge in implementing electoral assistance projects specifically, ECES has decided to use the EURECS methodology for the implementation of the PRO Peace Kenya Project.

 

EURECS in Kenya includes the following elements:

  • Take recommendations of the EU EOMs, EEMs and Follow up missions consistently into consideration in the formulation and implementation of activities in support of a given electoral cycle. Liaise constantly with the EU Parliament, European Commission and EEAS services dealing with Election Observation at Brussels level.
  • Cover all phases of the electoral cycle, in coordination with other election assistance providers by implementing activities in favour of different electoral stakeholders like CSOs, EMBs, security forces, judiciary institutions dealing with electoral dispute resolution, media, etc.
  • Form interdisciplinary teams with skills adapted to the needs of the EURECS project (see human resources section) via the adoption of a human resource plan submitted to the EU services prior to the signature of the contracts.
  • Mobilise key experts from partners in Kenya, including professional profiles with a broad overarching perspective on democracy support capacity development and conflict management in Kenya.
