Monitoring and Evaluation

 

A Monitoring and Knowledge-sharing Strategy (MKS) will be established to track all project outputs and resources from the outset of the programme. In cooperation with the Executive Director of the European Partnership for Democracy, member of the project consortium, the MKS strategy will track results, project milestones and advise on mitigation strategies designed for the project to function as a repository of knowledge. MKS will allow to tackle and document changes, both quantitative and qualitative, thus allowing to timely reorient/adapt project activities in case of need. MKS entails a constant and participatory exercise that will foster the Monitoring and Evaluation exercises, scheduled on regular basis.

 

The strategy is overall built to monitor all projects’ activities, using the same framework, but is conscious of the need to tailor monitoring and evaluation to specific areas of interventions.

 

The work of the Monitoring and Evaluation expert from EPD, will follow the below schema: 

  • Design of a sound and comprehensive Monitoring and Knowledge Sharing Strategy;
  • Paving the way for the collective design of an Evaluation Plan and requirements that will feed into the interim and final evaluations of the programme. 
  • Produce evidence-based reports that will look at particular outcomes from the programme in order to highlight cases that goes beyond simple outputs to benefit of the programme, donors and the Jordanian government presented as case studies of a specific process that could be piloted beyond the confines of the project. 

 

External evaluation

 

The project will organize one mid-term external evaluation and one final evaluation, for which terms of references and selected expertise will be approved by the EU.

The external evaluator will meet with all stakeholders to gather their feedback on the project and on areas of potential improvement. Both results' attainment and project's impact will be evaluated.
