The structure of the project implementation evolved by taking in to consideration guidance from the Contracting Authority, the lessons learned from the implementation of previous democracy support projects in Jordan, and best practices for the management of a project of this scope.
As coordination and management are inherently related, especially in the context of a consortium, the project foresees several levels of coordination. As indicated by the EU delegation in its clarification “coordination, coherence and complementarity among the three components will indeed be crucial for the implementation of this project”.
Therefore, the overall programme (the three components, managed by the consortium, as well as, the fourth component to support to civil society implemented by AECID) is organised as follows:
