Within the second component of the programme, Electoral Assistance, the following actions will be implemented:

 

  • Raise IEC’s profile in the region through regional conferences and peer-exchanges.
  • The IEC will be at the frontline of employing innovative tools to improve its internal quality management system by being the first Arabic EMB to be certified against ISO 9001/17582-2014 (International Standardization Organization norms for EMBs);
  • Conduct research on ICT and technology in electoral operations; 
  • Organisation of multi-stakeholders activities to foster collaboration between IEC and other relevant actors;
  • Specific support to IEC to fully implement IEC's mandate (strategic, operation and financial planning) while improving its performances in line with the recommendations of the EU Election Observer Missions Final report;
  • Address the needs to strengthen the IEC's capacities in preparing/supervising electoral campaign;
  • IEC has requested support to develop and implement outreach campaigns, designed to target women and youth and based on ICTs and innovative tools for greater outreach capacity.  The project will thus provide a tailored institutional communication support aimed at building in-house capacities in line with institutional needs and appropriate to the political context. A Media Monitoring Unit, tasked with providing reliable data to the IEC on public perception and on the media coverage of the electoral process will be a strategic tool to enhance the visibility of the institution while addressing public concerns; 
  • Strengthening the current IEC’s information management systems for reinforcing the internal communication and functioning of the institution; 
  • Strengthen electoral dispute resolution processes in line with international and regional obligations, consolidate best practices and address the needs for an enhanced collaboration framework between the IEC and the judiciary. The project will also include capacity-enhancing activities aimed at raising judiciary’s awareness over their role in the electoral process. 
  • The pioneering LEAD training programme strengthens the long term leadership capacities of electoral stakeholders. It contributes to increasing participants’ confidence, providing them with expertise in strategic decision-making, as well as with extensive insights into conflict management and consensus building throughout the electoral cycle. LEAD training will build in-house capacities, which are essential to sustain long-term reform processes.
