Mr Johan Hommes is the Head of the Parliamentary Component and Senior Technical Advisor of the project. He has extensive knowledge about parliamentary practices and procedures.
From 1985 till 2001 he worked in the House of Representatives of the Netherlands in different positions in the Secretariat, the last nine years as one of the Deputies of the Secretary-General. In that capacity, he was deeply involved in the work of parliamentary committees, in the legislative procedure, oversight and the budget.
Since 2001 he has worked for OSCE and UNDP as project manager of support programmes for several Parliaments in Eastern and South Eastern Europe. In Moldova, he was Chief Technical Advisor of UNDP Democracy Program, which provided assistance for both the Parliament and the Central Electoral Commission.
From June 2014 till September 2017 Johan Hommes was the Team Leader of the project “Support for Parliamentary Development in Lebanon”, funded by the European Union. The project focused on quality of legislation and the legislative procedure, oversight by Parliament, parliamentary research and communication.
Johan Hommes has a master’s degree in Constitutional Law.
